Who We Are

DeFlock Fox Cities is an anonymous public accountability project documenting the deployment of Flock Safety automated license plate reader (ALPR) surveillance technology across Wisconsin’s Fox Valley region. We are not a commercial entity, nonprofit organization, or registered business. We publish public records, investigative research, and civic advocacy content in the public interest.


What We Collect

We collect very little. Because this site does not run a newsletter, membership program, or interactive submission form, data collection is minimal by design.

Information You Send Us

If you contact us by email at deflock.foxcities@protonmail.com — for example, to report a camera sighting, share a tip, or ask a question — we receive whatever you choose to include in that message. We do not have a contact form; all communication is email-initiated by you.

We treat all tips and correspondence as confidential. If we publish information derived from a tip, we strip identifying details before doing so.

Technical Data via Third-Party Services

We use two infrastructure providers that handle limited technical data on our behalf:

Cloudflare serves as our content delivery network (CDN) and security layer. Cloudflare processes visitor IP addresses and request metadata to protect the site against attacks and deliver pages efficiently. This data is handled under Cloudflare’s Privacy Policy. We do not have access to individual visitor IP logs.

Ghost provides our hosting and content management platform. Ghost may collect limited technical data (page views, browser type) for platform performance purposes. This data is handled under Ghost’s Privacy Policy. We do not use Ghost’s membership or newsletter features, so no email addresses are collected through the site.


What We Do Not Collect

To be explicit:

  • We do not use Google Analytics or any third-party advertising or tracking scripts
  • We do not place advertising cookies or behavioral tracking cookies
  • We do not collect your name, email address, or any personal information unless you voluntarily email us
  • We do not collect payment information of any kind
  • We do not build user profiles

How We Use Information You Send

Email correspondence is used only to:

  • Respond to your inquiry
  • Investigate and verify tips for potential publication (anonymized)
  • Coordinate with community members on surveillance accountability efforts

We do not sell, share, rent, or disclose your correspondence to any third party — including law enforcement — absent a valid court order requiring us to do so.


Your Rights

If you have emailed us and wish to have that correspondence deleted from our records, contact us at deflock.foxcities@protonmail.com and we will honor that request.


Data Retention

Email correspondence is retained only as long as needed for the purpose it was sent. Tips that are not published or acted on are deleted periodically. We do not maintain long-term archives of reader correspondence.


This site links extensively to external sources — court documents, news articles, government records, and advocacy organizations. We are not responsible for the privacy practices of those sites.


Changes to This Policy

If we make material changes to this policy, we will update the effective date at the top of this page. Continued use of the site after changes are posted constitutes acceptance of the updated policy.
