Acceptance of Terms

By accessing or using deflockfoxcities.org (the “Site”), you agree to be bound by these Terms of Service. If you do not agree, please do not use the Site.

Nature of This Site

DeFlock Fox Cities is a public accountability and civic advocacy project. The Site publishes information derived from public records requests, open-source data, government documents, news reporting, and community tips. It is operated anonymously in the public interest.

This Site is not:

  • A legal service or source of legal advice
  • A law enforcement resource
  • A commercial product or subscription service
  • A registered nonprofit or business entity

Nothing on this Site constitutes legal advice. If you have concerns about surveillance, law enforcement activity, or your legal rights, consult a licensed attorney or contact the ACLU of Wisconsin or the Electronic Frontier Foundation.

Accuracy and Limitations

We make reasonable efforts to ensure the accuracy of information published on this Site. However:

  • Camera locations on our map are based on community sightings and open-source data. They may be outdated, incomplete, or incorrect. Camera installations change without public notice.
  • Agency data (contract values, search volumes, camera counts) is derived from FOIA responses and public records that may not reflect current conditions.
  • We correct errors when identified. If you believe something on this Site is factually incorrect, contact us at deflock.foxcities@protonmail.com.

Do not make significant decisions based solely on information from this Site. Always verify from primary sources.

Permitted Use

You may:

  • Read, share, and link to content on this Site for non-commercial purposes
  • Reproduce excerpts (with attribution to DeFlock Fox Cities and a link back to the original page) for journalism, education, advocacy, or personal use
  • Use our FOIA templates and public comment guides to engage with your local government

You may not:

  • Reproduce the Site’s content in full without permission
  • Use this Site or its data to harass, threaten, or target any individual
  • Submit false or fabricated tip data
  • Attempt to identify, dox, or expose the operator(s) of this Site
  • Use automated scraping tools against this Site without permission
  • Represent our content as your own original work

User-Submitted Tips

If you submit a camera sighting or other tip via email, you represent that:

  • The information is based on your own direct observation or a lawfully obtained source
  • You are not submitting information obtained through illegal means
  • You consent to our publishing an anonymized version of the tip if we determine it is accurate and newsworthy

We do not publish tip submitters’ names or identifying information without explicit consent.

No Endorsement

Links to external sources — news articles, court documents, government websites, advocacy organizations — do not constitute endorsement of those organizations’ views or practices. We link to primary sources as a matter of journalistic transparency.

THE SITE IS PROVIDED “AS IS” WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED. WE DO NOT WARRANT THAT THE SITE WILL BE UNINTERRUPTED, ERROR-FREE, OR FREE OF HARMFUL COMPONENTS. USE OF THE SITE IS AT YOUR OWN RISK.

Limitation of Liability

To the fullest extent permitted by applicable law, DeFlock Fox Cities and its operator(s) shall not be liable for any indirect, incidental, consequential, or punitive damages arising from your use of or reliance on this Site or its content.

Governing Law

These Terms are governed by the laws of the State of Wisconsin, without regard to its conflict of law provisions. Any disputes arising under these Terms shall be resolved in Wisconsin courts.
